Qualidade Ambiental e sua Contribuição no Planejamento Urbano: Estudo de Caso de São João da Barra/RJ

Resumo

O município de São João da Barra, localizado ao norte do estado do Rio de Janeiro, recebeu em seu território em 2007, o Complexo Logístico Portuário do Açu, situado no 5º distrito municipal, na localidade Barra do Açu. A chegada do empreendimento acarretou consideráveis mudanças não só para o município em si, mas para toda a região Norte Fluminense. O objetivo desta dissertação é, no primeiro artigo, fazer uma revisão bibliográfica do histórico de estruturação urbano-territorial do município de São João da Barra e analisar os impactos socioambientais ocasionados pela implantação do Porto do Açu. Levando em conta a organização territorial poli nucleada do município, parte-se da premissa de que a inserção do Porto segregou ainda mais as localidades municipais, visto que estas especificidades não foram consideradas na elaboração do Plano Diretor. Consequentemente, o seguindo artigo aborda a percepção ambiental dos moradores de Barra do Açu, em relação aos impactos diretos e indiretos ocasionados pela inserção do porto, e as condições de infraestrutura urbana que o poder público entrega à localidade; salientando assim, suas urgências. Os resultados mostraram que a implantação do Porto aumentou a fragmentação territorial, fazendo com que os núcleos urbanos na Área de Influência Direta crescessem ainda mais que na sua pós-implantação; criando um eixo comercial que os conecta, e formando uma aglomeração na parte sul do município.
O que reforçou a tese de que esta área está mais ligada ao município vizinho Campos dos Goytacazes, do que ao Distrito Sede de São João da Barra. Por fim, a percepção ambiental que a população de Barra do Açu tem sobre si é clara, entretanto é focada na problemática mais urgente, dando maior importância à falta dos serviços básicos e infraestrutura que os afetam diariamente.

Abstract

The municipality of São João da Barra, located in the north of the state of Rio de Janeiro, received in 2007 the Açu Port Logistic Complex, located in the 5th municipal district, in Barra do Açu. The arrival of the enterprise brought about considerable changes not only for the municipality itself, but for the entire North Fluminense region. The objective of this dissertation is, in the first article, to make a bibliographical review of the urban-territorial structuring history of the municipality of São João da Barra and to analyze the socio-environmental impacts caused by the implantation of the Açu Port. Considering the poly nucleated territorial organization, it is based on the premise that the insertion of the Port segregated the municipalities, since these specificities were not considered in the elaboration of the Master Plan. Consequently, the following article addresses the environmental perception of the residents of Barra do Açu, in relation to the direct and indirect impacts caused by the insertion of the port, and the urban infrastructure conditions that the public power provides to the locality; presenting its urgencies. The results showed that the implantation of the Port increased the territorial fragmentation, causing that the urban nuclei in Area of Direct Influence grew even more that in its post-implantation; creating a commercial axis that connects them, and forming an agglomeration in the southern part of the municipality. This reinforced the thesis that this area is more linked to the neighboring municipality Campos dos Goytacazes, than to the Headquarters District of São João da Barra. Finally, the environmental perception that the population of Barra do Açu has about itself is clear, however it is focused on the most urgent problem, giving greater importance to the lack of basic services and infrastructure that affect them daily.
