Retrocessos na regulamentação dos agrotóxicos: produção agrícola e o uso de ingredientes ativos no Norte Fluminense/RJ

Nos últimos anos tem se observado um aumento de importações, venda e registros de agrotóxicos de maior toxidade no Brasil. Além disso, a literatura internacional e nacional alerta sobre os riscos do uso de agrotóxicos para a saúde humana e o meio ambiente. Nesse sentido, foi realizado inicialmente um trabalho de revisão através da análise documental e bibliográfica, acerca das principais mudanças na legislação que regulamentam os registros de agrotóxicos no Brasil. Conclui-se que as leis, decretos, portarias e a resolução aprovadas contribuíram para flexibilizar as autorizações de registros de agrotóxicos e afins de maior toxidade no país, trazendo retrocessos normativos que colocam a sociedade em risco, violando o direito fundamental ao meio ambiente sadio. Posteriormente através da análise de bancos de dados de órgão regulamentadores de agrotóxicos e de informações fornecidas pela Secretaria de Agricultura Pecuária e Abastecimento do Rio de Janeiro (SEAPPA) através de informações presentes no receituário agronômico emitidos na venda de agrotóxicos nos municípios do Norte Fluminense, foi possível caracterizar a agricultura e produção agrícola dessa região e conhecer sobre uso de ingredientes ativos de agrotóxicos agrícolas no período de 2019 a 2021. Nesse sentido, recomenda-se que novos estudos sobre o uso de agrotóxicos na região Norte Fluminense sejam realizados, além dispor de monitoramento do solo e da água, educação ambiental para os agricultores e melhorar a regulamentação estatal dessas substâncias, sobretudo de uso proibido em outros países.

In recent years there has been an increase in imports, sales and records of most toxic pesticides in Brazil. In addition, the international and national literature warns about the risks of using pesticides for human health and the environment. In this sense, a review work was initially carried out through document and bibliographic analysis, about the main changes in the legislation that regulate the registration of pesticides in Brazil. It is concluded that the laws, decrees, ordinances and the approved resolution contributed to make the authorizations for registration of pesticides and the like more toxic in the country more flexible, bringing normative setbacks that put society at risk, violating the fundamental right to a healthy environment. Subsequently, through the analysis of databases of pesticide regulatory bodies and information provided by the Secretariat of Agriculture, Livestock and Supply of Rio de Janeiro (SEAPPA) through information present in the agronomic prescription issued in the sale of pesticides in the municipalities of Norte Fluminense, it was possible to characterize the agriculture and agricultural production in this region and learn about the use of active ingredients of agricultural pesticides in the period from 2019 to 2021. In this sense, it is recommended that further studies on the use of pesticides in the North Fluminense region be carried out, in addition to having soil and water monitoring, environmental education for farmers and improving state regulation of these substances, especially those prohibited in other countries.
